Partners In Safety personnel are highly qualified to administer programs following strict federal regulations. Our team includes registered nurses and physicians who are experts in the field of occupational medicine as well as Medical Review Officers who are board-certified and knowledgeable in both OSHA regulations and substance abuse disorders. Key personnel hold memberships in the American College of Physicians, the American College of Occupational and Environmental Medicine, the American College of Sports Medicine, Substance Abuse Program Administrators Association (SAPAA) and the American Association of Medical Review Officers (AAMRO).

Ursula Clancy, RN, FNP

A founder of Partners In Safety, Ursula has a wide range of in-depth experience from occupational medicine to acute care medical-surgical nursing at tertiary care medical centers and community nursing services. A certified Family Nurse Practitioner, she earned a BSN from Hartwick College and an MS from Dominican College. A nurse since 1986, Ursula has worked at major medical centers and belongs to the Substance Abuse Program Administrators Association.

Russell Kamer, MD, FACP

Certified by the American Board of Internal Medicine and the American Association of Medical Review Officers, Dr. Kamer is a co-founder of Partners In Safety. His extensive background in drug testing includes serving for five years as a crew chief in the National Collegiate Athletic Association Drug Testing program and a Drug Testing Medical officer at the 1996 Olympic Games in Atlanta. A member of the American College of Occupational and Environmental medicine and a fellow of the American College of Physicians, Dr. Kamer is a Clinical Associate Professor of Medicine at New York Medical College whose works have been published in numerous journals, including the distinguished New England Journal of Medicine.
